Ability to toggle between UX and PM skill graphs, even when assessment attempts are locked

Users should be able to freely switch between their UX and PM skill graphs at will. This functionality should not be restricted by assessment attempt limits. Specifically, users who have achieved a 100% reliability score on a UX Pulse assessment should always be able to view their UX skill graph, even if they are locked from retaking the assessment.
